A Ban with Purpose: What’s Changing and Why

Starting 4 July 2025, the UK is legally prohibiting the use, testing, maintenance, or refill of fire extinguishers containing PFOA (Perfluorooctanoic Acid)—a notorious PFAS or “forever chemical” known for its environmental persistence and associated health risks.


These chemicals, commonly found in Aqueous Film-Forming Foam (AFFF) extinguishers, have been under increasing scrutiny due to their persistence and links to serious health concerns like cancer, liver damage, immune suppression, and reproductive issues.


The drive to ban PFOA-containing foam is rooted in its classification under UK REACH and Persistent Organic Pollutants (POPs) regulations, reflecting a broader commitment to phasing out PFAS across multiple sectors.

What This Means for Properties


  • Audit your inventory now: Identify any AFFF extinguishers—especially older units (pre-2016)—that may contain PFOA. Look for labels, Safety Data Sheets (SDS), or consult your extinguisher provider for confirmation.

  • Dispose responsibly: All PFOA-containing units are classified as hazardous waste and must be handled by licensed contractors with proper documentation (e.g., consignment notes)

  • Choose compliant replacements: Turn to Fluorine-Free Foam (FFF) extinguishers or C6 foams (which use shorter-chain PFAS not classified under POPs) —both provide effective fire suppression without the environmental drawbacks.

  • Ensure fire safety continuity: Update fire risk assessments and retrain staff, so your site continues to meet the Regulatory Reform (Fire Safety) Order 2005 requirements.


Setting a Sustainable Standard

This ban is more than regulatory—it reflects a shift in how we balance safety with sustainability. By removing PFAS from fire safety equipment, the UK is taking a proactive stance on environmental and public health. Organisations can lead by example through early compliance, proper waste disposal, and adoption of eco-friendlier alternatives.


The phase-out of PFOA-containing foam extinguishers by 4 July 2025 marks a crucial transition. While it poses logistical and compliance challenges, it also offers an opportunity to align fire safety practices with healthier, more sustainable standards.
